Most “best VPS” lists rank providers by the price of their smallest plan. For a hosting server that price is almost irrelevant: the things that decide whether a cPanel or DirectAdmin box works well for years are whether you control reverse DNS, whether outbound mail is allowed, how you get backups off the machine, and whether the provider lets you run a full control panel at all. This guide lists those checks first and then shows how five well-known providers line up against them. Prices change often, so the comparison sticks to how each provider works rather than quoting a dollar figure that will be stale next quarter.

In short: For a self-managed cPanel or DirectAdmin server you need a KVM VPS (or dedicated server) with a dedicated IPv4 address, provider-side PTR (reverse DNS) control, a clear answer on outbound port 25, and an off-server backup target.

**Short answer:** For a self-managed cPanel or DirectAdmin server you need a KVM VPS (or dedicated server) with a dedicated IPv4 address, provider-side PTR (reverse DNS) control, a clear answer on outbound port 25, and an off-server backup target. InterServer suits long-running hosting servers because the monthly price does not rise after an introductory period and control panel licences can be bought with the VPS.

Vultr and DigitalOcean suit test servers, labs and API-driven builds thanks to hourly billing, snapshots and many regions, but both block outbound port 25 on new accounts, so plan to send mail through a relay such as MailBaby. Cloudways is managed hosting with its own panel and cannot run cPanel or DirectAdmin.

## The checks that matter for a panel server

- Virtualization: Pick KVM (or VMware/Hyper-V) rather than container-based OpenVZ/LXC plans. Containers share the host kernel, so CloudLinux, KernelCare, custom kernel modules and some CSF/iptables features either do not work or depend on the host’s settings.

- Operating system images: cPanel 136/138 supports AlmaLinux, Rocky Linux, CloudLinux and Ubuntu 24.04 LTS; DirectAdmin supports those plus Debian. Make sure the provider offers a clean minimal image (no pre-installed web server) or lets you upload an ISO.

- Reverse DNS (PTR): you must be able to set the PTR record of the server IP to the server hostname. Outlook.com and many corporate gateways reject mail from IPs without forward-confirmed rDNS. Providers normally expose this in the panel or through a ticket.

- Outbound port 25: many clouds block it by default to fight spam. If it is blocked, the server can still deliver mail through an authenticated relay on port 587 or 2525, which is what most hosts should do anyway for reputation reasons.

- IP reputation: new cloud IPs are often recycled and may already sit on blacklists. Check the IP with the [bulk IP blacklist check](/tools/ip-blacklist-check/) before you put customers on it, and ask for a replacement if it is listed on Spamhaus, Spamcop or Barracuda.

- Backups off the box: panel backups stored on the same disk do not survive a failed node. Look for provider snapshots or plan an S3-compatible target for WHM or DirectAdmin backups.

- Licensing: cPanel is licensed per account tier and DirectAdmin per plan; some providers resell both at a discount and attach the licence to the IP for you.

- Support boundary: an unmanaged VPS means the provider looks after the hardware and network only. Budget time (or a management contract) for OS, panel and security updates.

## Provider notes

**InterServer.** US-based provider running its own data centers (New Jersey, Los Angeles and Dallas). VPS plans are built from “slices” — each slice adds CPU, RAM, SSD and transfer — so you can grow a hosting server in small steps, and the price per slice does not jump after the first term. cPanel, DirectAdmin and Plesk licences can be ordered with the VPS. Billing is monthly rather than hourly, and snapshots are not part of the product, so plan backups to external storage. InterServer is also the company behind the MailBaby outbound relay covered in our MailBaby guides, which makes it a convenient single vendor for a small hosting business.

**Vultr.** Cloud VPS, dedicated CPU and bare metal in more than 30 regions, billed hourly with a monthly cap, snapshots and optional automatic backups priced as a percentage of the instance. The marketplace includes a cPanel image, which is handy for test installs. Outbound port 25 is blocked by default on new instances; Vultr reviews unblock requests case by case, so treat direct delivery as a bonus rather than a plan and relay mail through port 587 or 2525.

**DigitalOcean.** Droplets with a clean API, snapshots and backups (weekly or daily, charged as a share of the droplet price). Good for staging servers, automation work and short-lived migration targets. Outbound SMTP on port 25 is blocked for new accounts, so a relay is required for a production mail server. No control panel licences are sold, so you bring your own cPanel or DirectAdmin licence.

**Hostinger.** Low-cost KVM VPS plans alongside its shared and WordPress hosting. Worth a look for a small DirectAdmin or single-site server where cost matters more than regions or API depth. Confirm the current port 25 and rDNS policy with their support before moving mail onto it.

**Cloudways.** Managed hosting that runs your apps on infrastructure from providers such as DigitalOcean, Vultr, AWS or Google Cloud and handles the server for you through its own panel. You do not get root to install cPanel or DirectAdmin, so it is not a home for a reseller or shared hosting business — but it is a good answer when a client only needs WordPress or PHP apps hosted and does not want a panel server at all.

If your customers are mainly in Europe, dedicated servers from [vsys.host](/vsys/), [AbeloHost](/abelohost/) (Netherlands) or [AlexHost](/alexhost/) are worth shortlisting alongside the cloud providers above, and [Ethernet Servers](/ethernetservers/) covers budget VPS. ## Recommended setups

- Small hosting business, 20–200 accounts: InterServer VPS with a DirectAdmin or cPanel licence ordered alongside, [LiteSpeed Enterprise](/reviews/litespeed-enterprise-review/) as the web server, outbound mail through MailBaby, nightly backups to S3-compatible storage. Follow [installing cPanel on AlmaLinux 10](/guides/install-cpanel-almalinux-10/) or [installing DirectAdmin](/guides/install-directadmin-almalinux-debian-13/).

- Staging, labs and migration rehearsals: Vultr or DigitalOcean, created from a snapshot and destroyed when the test is done — hourly billing keeps the cost of a weekend migration dry run low. See [moving accounts with the WHM Transfer Tool](/guides/whm-transfer-tool/).

- Client wants “just WordPress, fast”: Cloudways instead of another panel server you have to patch.

## Before you go live

Set the hostname and PTR, open only the ports you need, and verify DNS and mail authentication:

```
hostnamectl set-hostname server1.example.com
dig +short -x 203.0.113.10
dig +short server1.example.com
dig +short TXT example.com
```

Then run the [server security audit script](/scripts/server-security-audit/), check the IP on the blacklist tool, and publish SPF, DKIM and DMARC as described in [SPF, DKIM and DMARC on cPanel](/guides/spf-dkim-dmarc-cpanel-dns/).

## Frequently asked questions

### Can I install cPanel on any VPS?

You need a KVM (or other full-virtualization) VPS with a supported OS such as AlmaLinux 9/10, Rocky Linux or Ubuntu 24.04, at least 2 GB RAM (4 GB recommended), a fresh minimal image and a dedicated IPv4 address. Managed platforms like Cloudways cannot run it, and container-based plans cause problems with CloudLinux and kernel-level tools.

### What do I do if my VPS provider blocks port 25?

Send outbound mail through an authenticated relay on port 587 or 2525 (for example MailBaby, which integrates with Exim in cPanel and DirectAdmin). Inbound mail on port 25 is normally unaffected; the block applies to outgoing connections.

### Is a cheaper VPS with more RAM better for shared hosting?

Not automatically. Disk type (NVMe versus SATA SSD), CPU steal on busy hosts, backup options and IP reputation affect customers more than a few extra gigabytes of RAM. Test with a real workload and watch steal time in `top` before committing.
